After reading online and asking around I found the type used is called Pentosin Power Steering Fluid 140516.

Below is how I check and fill the power steering fluid on a 1998 – 2005 VW Passat.

1… Open the hood and locate the Power Steering reservoir on the driver side.

It has a green cap.

2… Unscrew the cap by turning it Counter clockwise.

3… Wipe the dip stick insert it into the reservoir and check the level.

It will have Max and Min with the fluid needing to be in-between the lines.

2… Pour the fluid slowly into the reservoir. Pour in small amounts and check the dip stick as to not overfill it.
